Bill McCann

Executive Director

Bill has over twenty years of experience in government and public policy advocacy. He is recognized as one of the leading advocates on the successful effort to expand the Berry Amendment to include athletic footwear as part of the Fiscal Year 2017 National Defense Authorization Act. Bill worked for U.S. Representative Marty Meehan and U.S. Senator John Kerry of Massachusetts. He has a B.A. in American Government from Georgetown University and an MBA from the Ross School of Business at the University of Michigan.

Patricia Rojas-Ungar

Director of Public Policy

Patricia leverages nearly twenty years of public policy and advocacy leadership for her work at USFMA.  She has served as the head of government affairs for the Outdoor Industry Association and the U.S. Travel Association, where she expanded the trade groups influence in Washington, D.C. and delivered key policy wins.  Patricia also worked for the U.S. Senate Homeland Security and Government Affairs Committee, and for U.S. Representative Lucille Roybal-Allard of California. Patricia has a B.A. in Psychology from the University of Texas at Austin and a Master of Social Work from the University of Houston.

Patrick Malloy

Director of Trade Policy

Pat is an experienced trade policy expert.  His Capitol Hill experience includes working for U.S. Congressmen Henry Cuellar and Gene Green of Texas as well as the House Natural Resources Committee.   Pat earned a BS in Mathematical Sciences from Worcester Polytechnic Institute (WPI), a JD from Suffolk Law School and an LLM in Law & Government from American University’s Washington College of Law.

Dennis Padilla

Government Contracting Specialist

Dennis has over 30 years of experience in federal contracting. He is the former Director of Contracts and Grants for the U.S. Navy’s Office of Naval Research. Dennis is an expert on the Federal Acquisition Regulation (FAR) and government procurement policy. He earned his Bachelor's in Business Administration from San Jose State University and a Master's Degree in National Resource Strategy from the Industrial College of the Armed Forces.

Richa Patel

Research Staff

Richa was an intern at the Department of State’s Office of the Science and Technology Adviser, on Capitol Hill for U.S. Congresswoman Alma Adams from North Carolina, and for the North Carolina Museum of Natural Sciences. Richa earned a BS in Aerospace Engineering and a BS in Political Science from North Carolina State University.

Karen has a proven record and twenty years of experience in conference management support. She has organized, coordinated and supported over 600 conferences for the federal government and commercial clients.
